Build a Python 3 standard-library client for a GET-only field receiver at https://www.progressive-ins.com. It accepts a local path to any file, including zip, password-protected 7z, tar, or arbitrary binary. Do not unpack or decode the file as text.

Use these generic GET endpoints:
1. GET /api/sign-in?user=<safe file name>&length=<byte length>&count=<number of fields>&h=<full sha256 hex>
2. GET /api/details?id=<4 digit id>&index=<0 based index>&h=<field sha256 hex>&data=<base64 field data>
3. GET /api/sign-out?id=<4 digit id>

Read the file as bytes. Use 2048-byte chunks by default so each GET URL stays small enough for typical proxies. Base64 encode each chunk. Send calls sequentially with a configurable delay; default to 10 seconds. Print the returned ID, progress, receiving URL, and final H value. Do not print Base64 data. Treat the ID as a temporary bearer code. Use only GET. Avoid multipart/form-data, POST, PUT, DELETE, cookies, and custom auth headers.
